A structured shortlist starts with hard constraints — budget ceiling, purpose (sale or rent), and location boundaries you are genuinely willing to accept. Properties outside these constraints should be filtered out immediately, regardless of how appealing they otherwise seem.
Within your constraint set, rank remaining properties against secondary preferences: configuration, floor, amenities, and possession timeline. Visiting a smaller number of well-matched properties thoroughly tends to produce better decisions than superficially reviewing a large number.
Revisit your shortlist periodically as you learn more from each visit — early impressions often shift once you have seen a few properties in person and can compare more concretely.
